In addition, we strive to increase Hong Kong’s international competitiveness, reduce income disparity, and advance sustainable development – such that our next generation can thrive in a livable and sustainable environment.

To fulfill our vision, we must nurture qualified, aspiring young political talents, who are willing to step up and take responsibility, embrace critique, and act in public interest. The founding mission of the Hong Kong Academy of Politics and Public Policy (HKAPP) is to provide institutional training via a cross-sector, trans-partisan platform towards individuals who aspire to govern. We seek to develop future leaders who can create new paths for Hong Kong and serve its citizens with an open mind, regardless of their political affiliation or aspirations.

  • Hong Kong has always been an economic and financial city. In recent years the interest in politics and public affairs, especially among the younger generation, has risen considerably. Some have demonstrated a keen willingness to participate in public life. This is a very positive development. Such enthusiasm should, however, be complemented with a more intensive investment of one’s time into understanding theoretical concepts and gaining knowledge of issues that inform politics and public affairs. Developing one’s analytical ability to analyze practical issues in fast changing Hong Kong and elsewhere will help prepare all those seeking a fulfilling and impactful public life.

    This program has been custom designed to meet this need. It will develop the foundational analytical skills and build the essential body of knowledge about the factors shaping Hong Kong in recent decades necessary for understanding politics and public affairs in this city. I encourage all those interested in participating in public life in Hong Kong to join this program.

  • ‘One Country, Two Systems’ is unprecedented in human history. It has to ‘cross the river by feeling the stones’. The advancement of ‘Hong Kong people administering Hong Kong with a high degree of autonomy’ demands high quality Hong Kongers who have the ability to govern. Historically, Hong Kong was a highly commercialized colony that lacked the environment to groom high quality politicians. Hong Kong has world renowned entrepreneurs and movie stars; it has eminent professionals and administrative officers with strong abilities to implement policy, but it lacks world renowned political figures. It should not came as a surprise that Hong Kong has not been able to solve its many political problems.

    Traditionally, talented Hong Kong youths chose to join commerce or civil service rather than politics. Youths only started to join politics when Hong Kong gradually democratized in preparation for the return to China in 1997. However, the grooming of mature and high quality political figures will take the concerted effort of our generation.  Rome cannot be built in a day.

    For this end, the HK Academy of Politics and Public Policy will offer all round learning opportunities in political theory and practice, participation in district affairs and policy development, skills in building social networks and leadership abilities, training in communication and negotiation, and synergy of global vistas with local concerns. The Academy will attract community leaders, experts and scholars from a wide political spectrum to interact with our students to groom high quality leaders who will have the ability to realize the goal of ‘Hong Kong people administering Hong Kong with a high degree of autonomy’.
